Secondly, my application was made only on behalf of Mr. and Mrs. Ho Tung, that is to say, the lady who is known in Hongkong as Mrs. Ho Tung. At the interview which I had with His Excellency the Governor and the Attorney-General, two things very clearly appeared: the first, that His Excellency had himself omitted to notice this, for when I drew his attention to it, he searched for it in my application, and remarked that it was not, or might have been, emphasized. The second, that the Attorney-General from his remarks seemed to be under the impression that the application was for Mr. Ho Tung and his family generally.

For all these reasons, in addition to those advanced in previous correspondence, I have the honour to request that the question may be made the subject of a friendly arrangement or may be submitted to friendly arbitration as suggested in my letter of 27th February, 1908.
